What is the Actual State Cost of MassHealth in State Fiscal Year 2025?

In partnership with the Blue Cross Blue Shield of Massachusetts Foundation, MassBudget's updated brief examines the actual state costs of MassHealth. The report, authored by MassBudget veteran Nancy Wagman, looks beyond the budget totals to explain how the state/federal partnership actually finances this program. As a program that provides publicly funded health benefits to more than 2 million low-income children and families, seniors, and people living with disabilities in Massachusetts, it is not surprising that MassHealth accounts for a large share of the state’s budget. MassHealth is 31 percent of the total state budget, but 20 percent if you count only state dollars. Read more here.
